Export instructors for a super instance

GET 
/public/reports/superinstance/:superInstanceId/instructors

Exports one row per instructor with a last login within the given date range across every instance in the super instance. By default the report is generated in the background and emailed to the caller as a download link; pass runAsync=false to get the CSV back in the response instead. Only one export can run at a time per instance/super instance.
